堅(jian)持(chi)目標(biao)導向、穩妥推(tui)進(jin)。立足能源(yuan)保供基地戰略定位,將(jiang)碳達峰(feng)、碳中(zhong)和(he)目標(biao)任務落實到能源(yuan)活動全過程,統籌發展與安全,堅(jian)持(chi)“先(xian)立后破”,調動各方積極性(xing),壓實各方責任,有力有序推(tui)進(jin)實施。
堅持節約降碳(tan)、綠色(se)轉(zhuan)型。全面實(shi)施節約優(you)先戰(zhan)略(lve),持續降低(di)能(neng)耗強度和(he)碳(tan)排放強度,提(ti)高投入產(chan)出效率。強化能(neng)源科技創新能(neng)力,加快能(neng)源數字化與(yu)智能(neng)化升(sheng)級,提(ti)高能(neng)源生產(chan)與(yu)消費互動(dong)能(neng)力,有序推進能(neng)源綠色(se)低(di)碳(tan)轉(zhuan)型。
堅持雙(shuang)輪驅動、兩手發(fa)力。充分發(fa)揮市場(chang)在(zai)資源配置中的決定性(xing)作用(yong),構建公平開放、有效(xiao)競(jing)爭的能源市場(chang)體(ti)(ti)系(xi)。更好發(fa)揮政(zheng)府(fu)在(zai)規劃引領(ling)、政(zheng)策扶(fu)持和市場(chang)監督(du)方面的作用(yong),深化能源領(ling)域機制體(ti)(ti)制改(gai)革(ge),以最小(xiao)碳排放實現經濟社會高質量發(fa)展。
堅(jian)持穩(wen)(wen)妥有序、安全降(jiang)碳(tan)(tan)(tan)。以保障能源安全和經濟(ji)發展(zhan)為(wei)底線,堅(jian)持先立后破,穩(wen)(wen)住存量,拓展(zhan)增量,著力化解各類風(feng)險隱患(huan),提升基礎(chu)設施韌性(xing)和生態系統穩(wen)(wen)定(ding)性(xing),確保安全降(jiang)碳(tan)(tan)(tan),穩(wen)(wen)妥有序、循序漸進(jin)推進(jin)碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中(zhong)和。
錨定(ding)2060年前(qian)實現(xian)碳中和的遠(yuan)景目標,按照力(li)爭2030年前(qian)實現(xian)碳達峰目標進行安排部署(shu)。
“十四(si)五”期間,能源(yuan)(yuan)(yuan)安全保(bao)障(zhang)能力得(de)到加強,能源(yuan)(yuan)(yuan)供給和消(xiao)費結構(gou)明(ming)顯優化,能源(yuan)(yuan)(yuan)利用效率顯著提高,煤炭(tan)消(xiao)費總(zong)量得(de)到合理控(kong)制(zhi),新(xin)型電力系統(tong)加快(kuai)構(gou)建。到2025年,單位地區(qu)生產(chan)總(zong)值能源(yuan)(yuan)(yuan)消(xiao)耗完成省下達(da)(da)目標,新(xin)能源(yuan)(yuan)(yuan)和清潔能源(yuan)(yuan)(yuan)發(fa)電裝機(ji)占比(bi)達(da)(da)到37%、發(fa)電量占比(bi)達(da)(da)到14%以上,非化石能源(yuan)(yuan)(yuan)消(xiao)費比(bi)重達(da)(da)到12%。能源(yuan)(yuan)(yuan)活(huo)動二氧化碳(tan)排放(fang)得(de)到有效控(kong)制(zhi),為全市實現碳(tan)達(da)(da)峰奠(dian)定堅實基礎(chu)。
“十五五”期間,能(neng)(neng)源(yuan)安全保(bao)障能(neng)(neng)力鞏固增強,清潔低碳、安全高(gao)效的(de)能(neng)(neng)源(yuan)體系(xi)基本(ben)建(jian)成(cheng),煤炭消費進入平臺期并(bing)力爭穩步減少,清潔低碳能(neng)(neng)源(yuan)供給能(neng)(neng)力進一步提升,新(xin)(xin)型(xing)電(dian)力系(xi)統初步建(jian)立。到2030年(nian),單位地區生產總值能(neng)(neng)源(yuan)消耗在2025年(nian)基礎上(shang)持(chi)續下降,新(xin)(xin)能(neng)(neng)源(yuan)和清潔能(neng)(neng)源(yuan)發電(dian)裝機(ji)占比(bi)達到50%以上(shang)、發電(dian)量占比(bi)達到20%以上(shang),非化(hua)石能(neng)(neng)源(yuan)消費比(bi)重達到18%。在確保(bao)能(neng)(neng)源(yuan)供應安全的(de)同時,力爭如(ru)期實(shi)現碳達峰目標。
發揮陽泉煤炭(tan)產業優勢,夯實能源安全(quan)保供基礎,堅(jian)持清(qing)潔高效利(li)用(yong),積極推(tui)動煤礦智(zhi)能化信(xin)息化改造升級(ji),推(tui)動全(quan)市煤炭(tan)產業綠色(se)低(di)碳轉型(xing)。

市發改委、市能(neng)(neng)源(yuan)局等(deng)部(bu)門要適時組織開展能(neng)(neng)源(yuan)領(ling)域重點(dian)任(ren)務(wu)的(de)監(jian)督(du)檢查(cha)和考核評價(jia),市生(sheng)態環(huan)境局、市統計(ji)局要加(jia)強(qiang)煤(mei)炭(tan)、火電(dian)等(deng)領(ling)域碳核查(cha)、碳交易(yi)的(de)監(jian)管,督(du)促各(ge)縣(區)、各(ge)能(neng)(neng)源(yuan)相關企(qi)業加(jia)大工作力度,細(xi)化工作措施,確(que)保各(ge)項(xiang)任(ren)務(wu)有效落實。
